Sir,
I have the honour to request permission for the sale by private treaty to the Methodist Missionary Society of a piece of land measuring approximately 21,000 sq.ft, situated next to and on the north-west side of the Kowloon Magistracy building in Kowloon, on the terms and conditions set out in the enclosure.

The Society's proposals emphasize the development of the lot as an educational, medical and welfare centre rather than as a solely religious project. Its intention is to operate a Primary and Kindergarten school, the former comprising 10 or 12 class-rooms catering for about 300 students. One wing of the building will house the class-rooms, and the Church in the centre will also be used as a school Assembly Hall. The other wing will be used for a small medical unit emphasising the pre-natal and after-care side of Maternity and child-welfare. The Society will provide the staff from its own Nurses Training Schools in South China, Staff quarters will be built on the first floor.

The Methodist Missionary Society has done excellent work in Hong Kong, of which I need only mention the Seamen's Institute and Sailors' Home, and is naturally anxious to extend its work to Kowloon. The development proposed will not conflict with the town planning scheme and will be a valuable addition to the work of the Medical and Education Departments.

There will be a clause in the agreement prohibiting
assignment and restricting the use to which the land may be
put to medical, educational and religious purposes, the
land and buildings to revert to Government without
compensation at any time these conditions are broken.
